The election of the Provincial Executive

Committee of the Kuomintang, which will take charge

of Kuang-tung now that the Central Committee has re-

moved to central China, is complete and the Provin- cial Council will apparently consist of 15 members.

As indicated in my telegrams of the 30th December and 6th January little change in the southern trade situation is to be expected before Chinese New

Year.

I trust that you realize how great a strain is being placed upon the loyalty of the Hong Kong Chinese by the failure of His Majesty's Government for so long a time to take any overt step for the protec-

tion of British interests in southern China and in the

Yangtsze valley.
